2014年是全面贯彻落实党的十八大和十八届三中全会精神的一年。三中全会提出了要推进文化体制机制创新，提高文化开放水平，扩大对外文化交流，加强国际传播能力和对外话语体系建设，推动中华文化走向世界。
总书记在全国宣传思想工作会议上的讲话指出，要精心做好对外宣传工作，创新对外宣传方式，着力打造融通中外的新概念新范畴新表述，讲好中国故事，传播好中国声音。浙江省委也对文化建设提出新的要求。党的重大部署，习总书记的重要论述和省委新的要求，都把文化建设、文化交流提到更高、更重要的位置。《文化交流》刊物作为浙江对外交流的一个窗口，如何充分发挥对外交流的窗口作用，为扩大对外开放、建设文化强省、文化大国作出更大贡献，这是摆在我们面前的新课题。
我们将切实贯彻执行党的十八届三中全会精神和省委《决定》，围绕中心，服务大局，坚持正确的舆论导向和办刊宗旨，坚持“立足浙江，辐射全国，面向世界”的办刊路子，加大对外宣传的力度，贴近海内外受众需求，多讲能够产生认同、引起共鸣的事实。事实证明，向世界讲述真实的中国故事应该是最有效、最能打动受众，促成国际平等交流的途径。越是能够展示真实的中国故事，越能使发出的中国声音听上去亲切、自然，易于接受，取得较好的传播效果。同时，讲述真实的中国故事在手法上也可以灵活多样，以获得最佳传播效果。

极吸收、介绍国外优秀文化成果，推动多元文化的对话交流，相互借鉴。
要强化创新意识，与时俱进。不断创新观念、内容、形式、策略和手段，努力使《文化交流》的内容体现时代性、把握规律性、富于创造性。刊物要开拓题材，特别是有吸引力的题材，如追踪文化亮点，传播艺坛佳话，披露独家资讯，探秘文化遗存，解读人文风情，体验美丽家园以及外国友人眼中、笔下的浙江，浙江人走天下的故事……这些都可以使刊物的题材多样化。我们还将拓宽对各种艺术门类的宣传介绍，如戏剧、影视、摄影、书法、音乐、舞蹈、曲艺杂技、民间文艺，以及文学包括诗词、类型文学，美术包括中国画、油画、版画、水彩画、雕塑等。在体裁上我们也提倡多样化，通讯、特写、散文随笔、报告文学，不拘一格，努力使刊物的内容丰富多彩，形式多种多样，进一步增强可读性与亲和力。
同时要加强创意策划，精心梳理选题，我们拟策划“文化礼堂”“中华美德文化”等多组集聚性的稿件，推有独特创意的内容。
要树立精品意识，精心策划，精心采编，精耕细作，精益求精。在内容的选择和把握上，尽力贴近生活，贴近读者。要始终关注新的文化现象与文化典型，确定读者兴趣的汇集点、把握社会生活中出现的新的文化生长点、关注国内外文化的交融点，进而由点及面，确立新的栏目和杂志的总体风格，以此体现《文化交流》的编辑思路、刊物定位和品牌形象。
对刊物来说，鲜明的个性特色就是生命力。《文化交流》将致力强化个性特色，追求独特的品格。我们将充分发挥杂志能整合信息、纵横展开、深入发掘的优势，从历史背景、人文链接上把文章做深、做透、做出新意；我们将进一步关注、追踪文化体制机制创新和文化产业发展的新鲜典型，给读者提供有丰富文化内涵、能揭示文化发展前景的典型、事件和故事，激发读者的阅读兴趣和关注度，提高人们的审美情趣。

In 2014， the spirit of the third plenary session of the central com-mittee of the 18th national congress of the Communist Party of China will be fully implemented. The third plenary session calls for promoting innovation in the cultural system， opening culturally wider to the outside world， intensifying cultural exchanges with the world， strengthening the capacity of international communication， perfecting an international dialogue system， ping the way for Chinese culture to be more accepted in the world. The Party’s cen-tral committee understands and promotes cultural development in coordination with economic， political and social development and in accordance with the general blueprint of the socialist cause with Chinese characteristics.

and the rest of the world， well relate the Chinese story in the Chi-nese voice， and enable the world to hear our voice. The CPC Zhe-jiang Committee has put forward new requirements on cultural un-dertakings. Cultural undertakings and exchanges are given a higher priority in the key strategy of the Central Committee， the speech of General Secretary Xi Jinping， and the new requirements put for-ward by the CPC Zhejiang Committee. We take it upon ourselves to understand and answer in stories of 2014 how Cultural Dialogue， a window on cultural exchanges， will best use the window， open wider to the outside world， and contribute more to making Zhejiang
a greater cultural force and China a greater cultural influence in the
world.
We will adopt new concrete measures to implement the spirit of the third plenary session and the decision of the CPC Zhejiang Committee. that China has formulated an important strategy of “building a silk road economic belt”， and that Zhejiang is the cradle and power-house of silk culture. A column entitled Silk Culture will explore silk-related history， features， form， people， art and culture， exhibi-tions， research， industry， exchanges， and jointly bid for world herit-age status. Articles on the best and most energetic part of Wuyue Culture are expected to add color to the great cause of the Chinese national rejuvenation.
We will continue to update our concepts， contents， form， meth-ods and approaches， in a bid to embody the spirit of our time and display in a creative way how culture works as we understand it. We will continue to do stories， some of which will be exclusives， on cultural highlights， art and artists， history， trel， beautiful villages， Zhejiang in the eye of expats， and Zhejiang people in foreign coun-tries.
